A Private Message is a message sent within the forum system.
The messages "arrive" in the message Inbox, which can be accessed from the Private Messages option in the Forum menu. When a new message is in the Inbox, this will be indicated in the forum menu bar.

A PM is not sent to the user's e-mail account, although the user may configure their account to alert them via e-mail when one does arrive in their forum Inbox. This option is "Notify me on new private messages:" in "Edit global settings" under the "Board preferences" tab, which can be accessed from the Settings option in the Forum menu.
